The Union Cabinet has approved the proposal to give 33 percent reservation to women in the House. The constitutional amendment to be made for this is also going to impact the Rajasthan Assembly.
There are currently 200 assembly seats in Rajasthan, of which 34 are for SC and 25 for ST. In such a situation, out of the total seats in the Assembly, 66 seats will be reserved for women. Not only this, out of the reserved seats of SC and ST, 33-33 percent seats i.e. 11 to 12 seats of SC and 8 seats of ST will be reserved for women.
In the current assembly, there are women on only 27 seats, out of which 8 are on SC seats and only 3 are on ST seats. Earlier in 2008, 26 MLAs were women. On the other hand, 8 or 9 out of 25 Lok Sabha seats from Rajasthan and 3 or 4 out of 10 Rajya Sabha seats can be reserved for women.
Senior Rajya Sabha MP Ghanshyam Tiwari says that once it is passed by the Lok Sabha and Rajya Sabha in the country, it will be implemented in the Legislative Assemblies and Legislative Councils across the country. For this, the People’s Representatives Act will have to be amended. There are a total of 10 percent women in the current assemblies of the country. At the same time, there are 15 percent women MPs in the current Lok Sabha. Whereas only 7 women had won in the first assembly of Rajasthan. Only 3 percent women were elected in the first Lok Sabha. Leader of Opposition Rajendra Rathore says that this decision will increase the pride of the women of the state and will create opportunities for them to actively participate in the politics of the state. This is a policy decision.
The electoral mathematics of many big leaders will be spoiled.
As soon as the reservation for women on seats in the Rajasthan Legislative Assembly is implemented with the amendment of the Constitution, it will make the calculations of the MLAs and contenders of the state worse. Those seats which are held by veteran or usually consistently winning leaders, if it is a women’s seat then it may be difficult for them to find a seat to stake their claim. Apart from these, the opportunities of women on those seats will increase. Women candidates can contest not only on 66 seats in the state but also on unreserved seats for women, in such a situation at least 66 women will reach the House, their number can be even more than that.
