The exact intention of the state government behind the plan to establish cluster universities by a group of colleges in the state is not yet clear. Once it will be possible for the colleges in the urban areas to come together to establish such universities, but the responsibility of the colleges in the rural areas will have to be accepted by the existing established universities as now. While implementing the concept of cluster universities mentioned in the National Education Policy, it would not be wise to put forward the examples of world-class universities. Considering the number of students there, in a country with a huge population like India, it should be considered more seriously to prove the quality and employability of the large number of students studying in group universities. Even if the government wants to cut back on spending on higher education in the long run, this important step in education cannot be left in the lurch. The number of students studying in universities in developed countries is comparatively very less. It is directly related to the teaching system. It took a decade to start implementing the recommendations of the Kothari Commission appointed in the seventies to consider the education system at the country level. After that, the same recommendations were being implemented for about four decades.
