Thiruvananthapuram ∙ On April 10 last year, the government will increase the permit fee in panchayats and municipal councils and allow relaxation in the fee for regularization of pre-construction buildings before numbering. In this regard, the recommendation of MG Rajamanikyam, Principal Director of Local Government Department, was submitted to the Special Secretary of Local Government Department.

If any deviation or additional construction is done after obtaining the permit, the compounding (regularization) fee will be applicable only for the increased area. For example, after obtaining a permit to construct a building of 1000 square feet, if an additional 100 square feet is constructed, then the compounding fee for only 100 square feet needs to be paid.

The earlier method was to charge compounding fee based on the area of ​​the entire building including the additional construction.

The exemption was granted following complaints that the compounding fee is double the permit fee and that this would be a huge burden for the building owners in the situation where the permit fee has been increased up to 20 times. This measure is for buildings that do not change occupancy. Meanwhile, the total area of ​​the building should be taken into account to determine the slab for calculating the permit fee.

In the case of buildings whose occupancy (utility) has been completely or partially changed, the compounding fee is applicable at the new rate, not only for the area increase, but also for the occupancy change.

For example, after getting a permit for 2000 square feet for commercial purposes, if you add 200 square feet more and then convert 1000 square feet of the building for residential purposes, compounding fee of double the new permit fee shall be paid for these 1000 square feet and 200 square feet.

The compounding fee will be charged according to the area of ​​the constructed part for buildings whose construction has been reduced but started, partially constructed or only the floor has been constructed.

For a building where only the floor is constructed, the compounding fee should be paid according to the area of ​​the floor. The order clarified that the procedure of charging permit fee for the same area is not correct considering that the construction above the floor is still to be done and no permit fee should be paid for the area for which compounding fee has been paid.

It is recommended that in the case of multi-use or non-multi-use buildings (eg hospitals, educational institutions) on a plot, the total area of ​​the building with variation in area/use should be taken into account for determining the slab of permit fee.

According to the recommendation of M. G. Rajamanikyam, Principal Director of Local Government Department, the permit fee will be applicable depending on the use category of the building under consideration.
